This is it - the calm before the storm. The students at Hogwarts are hanging on to the hope that they can retain a little normalcy, even though it seems clear that everyone knows & fears what is about to come. The Ministry is beginning to crumble, scrambling to put back the pieces of the already-broken bureaucracy that seems to only be getting worse each day. The death eaters are gloating, their new rise to power is imminent, there are just a few more key pieces that need to fall into place.
The school is running under the (often, mysteriously absent) Albus Dumbledore. The changes from canon throughout the school are as follows:
Professor Larkin: This is your most-of-the-time Care of Magical Creatures professor. He is a sharp, sarcastic man, though genuinely friendly, & truly liked by his students. He takes on just over half of the classes, while Rubeus Hagrid takes on the rest. Previously, he was a member of the Department for the Control & Regulation of Magical Creatures at the Ministry of Magic, but stepped down from his position after his wife's death a few years past. He came out of his pseudo-retirement & decided to teach.
The Ghost of the Quidditch Pitch: Almost no one has seen him, & those who claim to have seen him are usually not believed by their fellow classmates, though, if you head out into the grounds past curfew on an evening of desirable weather, you may see a ghostly figure head out from the forest & spend some time haunting the quidditch pitch. The only member of staff who could possibly get rid of the rumours by giving them a verdict would be Dumbledore, and well, good luck finding him around the school, these days.

The Ministry is under the loose-handed control of Rufus Scrimgeour. There are different employees all over the place as they try to fill the gaps of missing employees & employees that simply fled from their stations, paperwork flying in the breeze behind them. The changes from canon throughout the Ministry are as follows:

The Death Eaters could not be happier. Under strict orders, many of the lower-rank & less-trusted men & women of this alliance are often travelling about to recruit even more members, take out impure families at a time, & spread the word. Some of the more trusted members are busy with more important pieces of the puzzle, such as Draco Malfoy, Bellatrix Lestrange, Severus Snape, and many others.The changes from canon throughout the Death Eaters are as follows:
